Introduction to Naiwala Camp

Naiwala Camp is a residential settlement located near Akhnoor and Bhalwal Brahmana in the Jammu district of the Union Territory of Jammu and Kashmir. Originally established as a relief camp for families displaced from border villages, the settlement has gradually transformed into a permanent residential community. Today, Naiwala Camp is home to thousands of residents who continue to preserve their cultural traditions while striving for better living conditions and improved infrastructure.

Historical Background

The origins of Naiwala Camp date back to the Kargil War of 1999, when heavy cross-border artillery shelling along the Line of Control forced tens of thousands of civilians to leave their homes. Between May and July 1999, nearly80,000people from border areas, particularly the Akhnoor sector, were displaced due to continuous shelling and security concerns. Many of these displaced families were relocated to temporary relief camps, one of which later became known as Naiwala Camp.

From 2000 to 2003, Naiwala Camp functioned primarily as a temporary tent settlement. Frequent cross-border firing made it impossible for many families to safely return to their native villages. Although the 2003–2004 ceasefire along the international border significantly reduced hostilities, a large number of displaced families remained in the camp. Over time, government-allotted residential plots and the construction of permanent homes transformed the temporary camp into a long-term residential locality.

Community and Settlement

The residents of Naiwala Camp largely belong to families displaced from several border villages, including Pallanwala, Panj Toot, Dadd(khour), Gigrial, Sainth, Garar, and nearby areas. The settlement now consists of more than 2,000 houses, with new homes still under construction as the community continues to expand. Most families were allotted residential plots by the government following their displacement.

Despite its growth, the locality remains administratively linked to the nearby Gram Panchayat of Gurha Jagir, as Naiwala Camp does not have a separate elected Sarpanch of its own. Local residents often rely on the Gurha Jagir Panchayat for administrative matters and the representation of community concerns.

Education

Educational facilities within Naiwala Camp are limited but continue to improve. The locality has a Government Primary School that provides elementary education to children. In recent years,Saraswati Bright Kids Public School has also been established as a private educational institution, offering additional learning opportunities for students.

However, access to secondary and higher secondary education remains a significant challenge. Students often have to travel outside the settlement to attend middle schools, high schools, and higher educational institutions, making education less accessible for many families.

Healthcare and Basic Infrastructure

One of the major concerns of Naiwala Camp is the lack of adequate healthcare facilities. The settlement does not have a government health centre or a fully equipped medical facility. Residents generally depend on hospitals in Akhnoor for medical treatment, requiring considerable travel during emergencies. Only a few medical shops operate within the locality, providing limited pharmaceutical services.

Infrastructure development also remains inadequate. Many internal roads are in poor condition, contributing to transportation difficulties and increasing the risk of accidents. The absence of proper street lighting creates additional safety concerns, particularly during the night. Residents also report recurring issues related to electricity supply and water availability, making access to basic amenities one of the community’s primary concerns.

Economy and Livelihood

Unlike many rural settlements in Jammu, agriculture is not a major source of livelihood in Naiwala Camp. Since the settlement primarily consists of government-allotted residential plots, there is very little agricultural land available for cultivation. Residents earn their livelihoods through private employment, daily wage labour, small businesses, and government service.

The local market is modest, with only a limited number of commercial establishments. These include a few grocery and medical shops, a cement store, furniture shops, and small steel fabrication businesses that cater to the daily needs of the community.

Culture and Lifestyle

The cultural identity of Naiwala Camp reflects the diverse backgrounds of families who migrated from different border villages. Dogri is the primary language spoken by most residents, while Hindi is also commonly understood and used for communication. Festivals such as Diwali and Lohri are celebrated enthusiastically, bringing together families and strengthening community bonds.

The staple diet largely consists of traditional North Indian meals, including dal, rice, roti, and seasonal vegetables. Many households also keep domestic animals such as cows, buffaloes, goats, and horses, which contribute to household livelihoods and rural traditions despite the absence of farming activities.

Housing and Living Conditions

Naiwala Camp is characterized by open residential spaces with houses built on allotted government plots. While many permanent homes have already been constructed, several houses are still under development, reflecting the settlement’s ongoing expansion. Compared to densely populated urban areas, homes are relatively spacious, with many residents maintaining small gardens or flowering plants within their compounds to enhance their surroundings.

Although the settlement has evolved considerably since its establishment, improvements in public infrastructure, sanitation, road connectivity, and civic amenities remain essential for enhancing the quality of life of its residents.

Recreation and Community Life

Naiwala Camp currently has limited recreational infrastructure. There are no dedicated sports grounds, playgrounds, parks, or community recreation centres within the locality. As a result, children and young people have limited opportunities for organized sports and outdoor activities.Community gatherings mainly take place during religious festivals and social events, which continue to play an important role in maintaining social harmony among residents from diverse border regions.

Biodiversity and Environment

The natural environment of Naiwala Camp is largely shaped by its residential character. While the locality does not possess extensive forests or rich natural biodiversity, domestic animals such as cows, buffaloes, goats, and horses are commonly seen throughout the settlement. Vegetation mainly consists of shrubs, roadside plants, and household gardens, where residents often cultivate flowering plants to beautify their homes. As construction continues across the settlement, the landscape evolves alongside the growing community.

Present-Day Challenges and Future Development

Although Naiwala Camp has transformed from a temporary refugee camp into a permanent residential settlement, several developmental challenges remain. Residents continue to advocate for improved road infrastructure, reliable electricity and water supply, proper healthcare facilities, better educational institutions, street lighting, and recreational spaces for children and youth.

Despite these difficulties, the community has demonstrated remarkable resilience since its establishment following the displacement of 1999. The settlement stands as a testament to the perseverance of border-displaced families who rebuilt their lives while preserving their cultural heritage and community spirit.
